TRAI released new framework for broadcasting & cable services

Tele-communications Regulatory Authority of India (TRAI) has released a new framework for broadcast and cable TV services, amending the 2017 interconnection rules. The 2017 ordinance provides a framework for the technical compliance of the Conditional Access System (CAS) and Subscriber Management System (SMS) in the broadcast and cable sector. The structure is included in Appendix IX of the 2017 Accession Rules
New technical structure
- The new technical base is the first step in defining an internal set of specifications in accordance with international standards. This will bring a number of important benefits to the broadcasting sector and consumers.
- In accordance with the new structure, its operation and supervision will be carried out through a testing and certification agency to be determined by the authorities later.
- The work of CAS and SMS will be tightly synchronized, which will allow the actual reporting on the subscriber base.
- It will also help reduce stakeholder revenue losses due to erroneous subscription reporting.
- The Framework will enhance the security of content across the entire value chain, paving the way for high definition content for Indian TV viewers.
- This will improve full compliance and reduce litigation between service providers.

CAS is a digital mode for transmitting TV channels using a set-top box. These transmission signals are encrypted and viewers must buy a set-top box to receive and decrypt the signal. SMS is a customer-centric service and billing solution that helps multi-play operators win the competition and meet IT challenges to meet their needs.
