Scholarship General Information
Applications are invited for the Delhi Assembly Research Centre (DARC). The DARC Fellowship programme is being managed by the Delhi Assembly. Delhi Technological University (DTU) is knowledge partner for the selection process of Fellows/ Associate Fellows. The Fellowship / Associate Fellowship Programme to assist the Delhi Assembly Research Centre is a full time programme. The important features of the programme are:
1. Number of Seats: 08 Fellows, 13 Associate Fellows and 04 Associate Fellows (Media) are proposed to be engaged for a period of one year initially. Actual requirement may vary.
2. Tenure: A maximum tenure of two years, initially one year and extendable for the next year based on the performance of the individual, and subject to mutual agreement, will be allowed to the deserving Fellows/ Associate Fellows.
3. Induction: Selected Fellows / Associate Fellows will undergo a structured induction programme over the first two weeks where they will get inputs on Government Structure, its functioning, effective communication, leadership, conflict resolution, working with communities, basics of monitoring and evaluation, legislative processes, committee system etc, constituency development fund, etc. Lectures will be delivered by subject experts and experienced personnel in various fields.

Eligibility Criteria
Age: Between 21 and 35 years of age
Education Qualification for Fellows
1. Doctorate/PhD with one year full time experience. OR
2. Post Graduate with minimum 50 % of marks (or equivalent CGPA) with minimum 02 (two) years full time work experience. (Professionals such as MBBS, LLB etc., with minimum 5 year course of study after 12 th Class will be considered as Post Graduates). OR
3. Professionals like Chartered Accountants, Architects, Company Secretaries etc,. who are registered with their respective professional bodies shall be eligible for Fellowship if they have minimum of 02 (two) years of post-registration work experience. OR
4. Graduate with minimum 50 % of marks (or equivalent CGPA) with minimum 04(four) years full time work experience.
Education Qualification for Associate Fellows
1. Post Graduate with minimum 50 % of marks (or equivalent CGPA). (Professionals such as MBBS, LLB etc., with minimum 05 (five) years course of study after 12th Class will be considered as Post Graduates). OR
2. Professionals like Chartered Accountants, Architects, Company Secretaries etc, who are registered with their respective professional bodies. OR

Education Qualification for Associate Fellows (Media)
1. Post Graduate Degree or Diploma in Mass Communication or Journalism with minimum 50 % of marks. OR
2. Graduate in Mass Communication or Journalism with minimum 50 % of marks (or equivalent CGPA) with minimum one year of full time work experience.
Desirable Qualification
1. Work/Research experience in related fields
2. Leadership role in school/college/workplace
3. Excellence in extracurricular activities like art, culture and sports
4. Track record of public service
5. Good oral and written communication skills
6. Good computer skills
Award Amount
1. Fellows / Associate Fellows will be assigned to work with the Legislators and Delhi Assembly Secretariat and in close coordination with the Departments of Delhi Government.
2. They shall have a clear interest, aptitude and commitment to public service.
3. A consolidated sum of Rs.1,00,000 per month to Fellows and Rs. 60,000 per month to Associate Fellows will be provided in the form of Stipend.

Application Procedure
1. There are 2 steps to fill online application:
a. Step 1: Login registration
b. Step 2: Application form after login registration
2. Applicants have to first complete form of login registration. On successful registration, one user ID is automatically generated by system and displayed on screen. This user ID will be his/her application number along with the password that they have set during login registration process. Applicants are advised to save this user id for any future communication.
3. After completion of step 1 for login registration, applicants have to go to step 2 for filling their details in application form using the user-id generated and displayed on screen after completion of their registration in step 1.
4. First page of application form are basic details of applicant.
5. Second page of application form require educational and professional details of applicant.
6. In Education qualification section, applicant have to mention the passing percentage of their respective degree level under “% or CGI” column. If any applicant has CGPI instead of percentage in their degree level, then he/she can select CGPI and enter along with CGPI base
7. In drop down list to select country, applicant can simply type the spelling and automatic search will show the matching option for e.g. for country “Norway”, select the dropdown and start typing the spelling of “Norway” and automatic search will show the matching option.
8. For institute dropdown list as well, search option works as mentioned in point 7 above.
9. In case, applicant institute name is not present in dropdown list then he/she can select “Others” option and mention name of their institute in text box below.
10.Full Time Paid work experience to be filled separately from Part Time/Voluntary/Other work experience.
11. Applicant to upload their recent photograph only in “JPG” format and its size should not exceed 30Kb size.
12. Applicant also have to upload their Resume (maximum 2 pages) in “pdf” format only and its size should not exceed 500Kb.
13. Applicant are advised to check their details in form preview before final submission of form. For any change or update, click on “UPDATE” button.
14. Once form is submitted then applicant cannot change their information.
15. After successful submission of form, applicant can download softcopy of their application form any time after submission of their form by logging via Application form link.
Selection Process
Selection of Fellows / Associate Fellows will be held in two stages viz.,
Stage 1: Screening / Short listing of Online Application: The first round of SHORTLISTING of candidates will be done based on the evaluation of academic 2 performance, professional qualifications, credibility of the institution, motivation for the Fellowship programme and their response to personal statement (in the form of essay), total year and relevance of work experience. Only short-listed candidates will be contacted for the interview round.
1. Essay should be minimum 250 words and maximum 300 words only.
2. Portion of Resume/Essay exceeding the above word/page limit will not be evaluated.
3. Resume to be attached with the application should not exceed 2 pages.
Stage 2: Personal Interview: The final round will consist of a face-to-face interview with a panel comprising experts from academia and civil society and officers. Candidates will be interviewed either in-person in Delhi (preferred) or through video conferencing.
